In plain terms
The Town of Morinville, Alberta is looking for an individual project manager to lead their ERP (enterprise software) replacement project. This is a hands-on, full-time role — not a firm sending a team.
What they want delivered
•A dedicated, named individual acting as full-time ERP Replacement Project Manager for the Town
•Lead and manage all phases of the ERP system replacement from planning through go-live
•Develop and maintain a detailed project schedule covering phases, milestones, dependencies, and decision points
•Provide change management support throughout the project
•Three-year contract term with rates disclosed for each year upfront
To be eligible you MUST
•The proposed individual must have **minimum 7 years** of progressively responsible PM experience, including ERP replacements in the **public sector**
•The proposed individual must hold a **current PMP, CAPM, or PRINCE2 Practitioner** certification
•Provide **3 references** from Canadian municipalities or similar public sector orgs for ERP PM work within the past 10 years
•Carry **Commercial General Liability Insurance** of at least $2M per occurrence
•Carry **Professional Errors & Omissions Insurance** of at least $2M per claim
•Have or provide evidence of **WCB coverage** (or exemption)
•The named individual must personally perform the work — **no substitution** without prior written Town approval
Key submission rules
•**Deadline:** Friday, October 2, 2026 at 2:00 p.m. Alberta Time — late submissions not considered
•**Submit by email only** to financeprocurement@morinville.ca
•Proposal must follow the required 7-section structure; Executive Summary capped at **2 pages**
•Fee proposal must use the attached **Cost Schedule**, quote in **Canadian dollars**, GST separate, and disclose rates for all 3 years including any planned increases
•**Questions deadline:** August 26, 2026 by email; answers posted to Alberta Purchasing Connection on September 16, 2026
•Include a signed conflict of interest disclosure and signature from someone authorized to legally bind the Proponent
Watch-outs
•Only **one proposal per Proponent** — submitting multiple disqualifies you
•Proposals must not be prepared in **collusion** with any other Proponent, including on pricing
•Fee proposal must include **all costs** (travel, meals, accommodation, insurance, admin) — nothing can be added later except GST
•Proposals remain open for **90 days** after closing — confirm you can honour that
